Roae Votes for House Budget that Spends Within Taxpayers’ Means

Following House approval today of a state budget bill that would spend $27.3 billion during the upcoming 2011-12 fiscal year that begins July 1, Rep. Brad Roae (R-Crawford), who voted for the bill, made the following statement: 

“When it’s 2011 and tax revenue is coming in at 2006 levels, we need to make cuts.  When $3 billion of federal stimulus funds in the current fiscal year budget drops to zero in the new fiscal year, we need to make cuts.   When Pennsylvania owes the federal government $3.7 billion for unemployment benefits we did not have the money to pay, we have to make cuts.  When the courts have ordered the $716 million of stolen Medical Care Availability and Reduction of Error or ‘MCARE’ resources must be returned to that fund, we need to make cuts.  

“The $27.3 billion spending level assumes tax revenues will grow by more than 4 percent in the new fiscal year.  If that does not happen, we are off by more than $1 billion.  Some people want us to spend the $500 million of unanticipated tax revenue we have collected so far this fiscal year.   They want to assume that we will collect more tax revenue than planned the rest of this fiscal year and all 12 months of the new fiscal year. 

“The federal government in Washington, D.C., has run up a $14 trillion national debt by spending more than is collected in taxes.  They are getting ready to borrow another $2 trillion that our kids and grandkids will have to pay back.  Here at the state Capital in Harrisburg, we are only going to spend what we actually collect in taxes.”
